សេចក្តីប្រកាសព័ត៌មាន
អ្នកនាំពាក្យក្រសួងការពារជាតិ នៃព្រះរាជាណាចក្រកម្ពុជា សូមជម្រាបជូនសាធារណជន អ្នកសារព័ត៌មានជាតិ និងអន្តរជាតិមេត្តាជ្រាបថា៖
នៅថ្ងៃអង្គារ ទី១៤ ខែកក្កដា ឆ្នាំ២០២៦ វេលាម៉ោង១១:០៦នាទីព្រឹក ក្រុមអ្នកសម្របសម្រួល (CLG) នៃព្រះរាជាណាចក្រកម្ពុជា បានសម្របសម្រួលជូនក្រុមអ្នកសង្កេតការណ៍អាស៊ានប្រចាំព្រះរាជាណាចក្រកម្ពុជា (ASEAN Observer Team–Cambodia: AOT-KH) ដឹកនាំដោយ ប្រធានបេសកកម្មក្រុមអ្នកសង្កេតការណ៍អាស៊ាន (AOT KH HOM) ពីសាធារណរដ្ឋហ្វីលីពីន ចុះសួរសុខទុក្ខ និងពិនិត្យស្ថានភាពរស់នៅរបស់ប្រជាពលរដ្ឋដែលបានផ្លាស់ទីលំនៅជាបណ្តោះអាសន្ន នៅវត្តឧត្តមគិរីទួលអណ្ដែត ហៅវត្តថ្នល់បែក ឃុំថ្មី ស្រុកគូលែន ខេត្តព្រះវិហារ ចំនួន ៣៩៥គ្រួសារ។
សូមជម្រាបជូនថា រហូតមកទល់ពេលនេះ ជនភៀសសឹកទាំងអស់នៅមិនទាន់អាចវិលត្រឡប់ទៅលំនៅដ្ឋានរបស់ពួកគាត់វិញបាននៅឡើយទេ ដោយសារការចូលកាន់កាប់ទឹកដីកម្ពុជាដោយខុសច្បាប់ពីសំណាក់កងកម្លាំងយោធាថៃនៅតំបន់មួយចំនួនតាមរយៈការរាយបន្លាលួស ទូកុងតឺន័រ រួមទាំងផ្ទះសម្បែងក៏ត្រូវបានបំផ្លិចបំផ្លាញផងដែរ។
ការចុះសង្កេតការណ៍ ផ្ទៀងផ្ទាត់ និងចុះសួរសុខទុក្ខដល់ជនភៀសសឹកដែលមិនទាន់អាចវិលត្រលប់ទៅផ្ទះសម្បែងវិញបានរបស់ក្រុមអ្នកសង្កេតការណ៍អាស៊ាន គូសបញ្ជាក់ពីភាពចាំបាច់ជាដាច់ខាតក្នុងការចាប់ផ្តើមកិច្ចការវាស់វែងខ័ណ្ឌសីមាដោយគណៈកម្មការចម្រុះខ័ណ្ឌសីមាព្រំដែនគោក (JBC) កម្ពុជា-ថៃ ឱ្យបានឆាប់បំផុត ស្របតាមកិច្ចព្រមព្រៀងដែលមានស្រាប់ដូចមានចែងនៅក្នុងចំនុចទីបីនៃសេចក្តីប្រកាសរួមនៃកិច្ចប្រជុំពិសេសលើកទី៣ នៃគណៈកម្មាធិការព្រំដែនទូទៅកម្ពុជា-ថៃ (GBC) ថ្ងៃទី២៧ ខែធ្នូ ឆ្នាំ២០២៥ ដើម្បីអនុញ្ញាតឱ្យប្រជាពលរដ្ឋស៊ីវិលស្លូតត្រង់របស់កម្ពុជាអាចវិលត្រលប់ទៅលំនៅដ្ឋានវិញដោយមិនមានការរារាំង ព្រមទាំងដោយសុវត្ថិភាព និងកិត្តិយស។
កម្ពុជាប្រកាន់ជំហរយ៉ាងម៉ឺងម៉ាត់ក្នុងការការពារខ្សែព្រំដែនអន្តរជាតិកម្ពុជា-ថៃ ដែលបន្សល់ទុកដោយគណៈកម្មការព្រំដែនឥណ្ឌូចិន-សៀម ដោយគោរពគោលការណ៍ច្បាប់អន្តរជាតិ គោលការណ៍ខ្សែព្រំដែនមិនកែប្រែ (Uti Possidetis Juris) គោរពអនុសញ្ញា សន្ធិសញ្ញាបារាំង-សៀម ផែនទី និងកំណត់ហេតុបោះបង្គោលព្រំដែនរបស់គណៈកម្មការបោះបង្គោលព្រំដែនឥណ្ឌូចិន-សៀម ព្រមទាំងកិច្ចព្រមព្រៀង និងឯកសារពាក់ព័ន្ធនានាដែលភាគីទាំងពីរបានឯកភាពគ្នានាពេលកន្លងមក។ កម្ពុជាមិនទទួលស្គាល់ជាដាច់ខាតនូវការកែប្រែខ្សែព្រំដែនណាមួយដែលកើតចេញពីការប្រើប្រាស់កម្លាំងនោះឡើយ។

The Spokeswoman of the Ministry of National Defence of the Kingdom of Cambodia, wishes to inform the public as well as members of national and international media as follows:
On Tuesday, 14 July 2026, at 11:06hrs, the Cambodian Liaison Group (CLG) coordinated a field visit for the ASEAN Observer Team in Cambodia (AOT-KH), led by the Head of Mission (AOT KH HOM) from the Philippines, to meet with displaced civilians and observe their living conditions at Wat Udom Kiri Tuol Andet safety center, also known as Wat Thnal Bek, Thmey commune, Kulen district, Preah Vihear province, with a number of 395 families.
Please be informed that, to date, the displaced civilians are still unable to return to their homes due to the illegal occupation of Cambodian territory by Thai military forces in several areas, characterized by the installation of barbed wire fences, the placement of shipping containers, and the destruction of their residences.
The ASEAN Observer Team’s (AOT) observation, verification, and visit to displaced civilian who remain unable to return home underscore the absolute necessity for the Cambodia-Thailand Joint Boundary Commission (JBC) to launch border demarcation work as soon as possible. This alignment adheres to existing agreements, specifically point three of the Joint Statement from the 3rd Special Meeting of the Cambodia-Thailand General Border Committee (GBC) on December 27, 2025, which aims to ensure that our citizens can safely, peacefully, and with dignity return to their homes without any obstruction.
Cambodia maintains a firm stance on protecting the Cambodia–Thailand international border as established by the Indochina–Siam Boundary Commission, by respecting the principles of international law, including the principle of the intangibility of inherited borders (Uti Possidetis Juris), and by respecting the Franco–Siamese conventions and treaties, maps, and the procès-verbaux of the Commission of the Abornement of the Boundary between Indo-China and Siam, as well as relevant agreements and documents that both parties have previously agreed upon. Cambodia absolutely does not recognize any border alterations resulting from the use of force.
The public, as well as national and international journalists, are hereby informed of the facts regarding this matter.
